[SM-Users] stable-rc-0.18 is cut and ready

The stalbe-rc-0.18 branch is ready, has the wiki page at
http://wiki.sourcemage.org/Stable-0.18 up, and the x86 chroot has been
uploaded for a few hours now, so should be making it's way to the mirrors.

I hope you saved up some free time for the latest round in stable fix'n! :)
